Usually the Public Beta is released after the Dev Beta to try and root out any major game changing issues, like issues downloading OTA and installing or other oddball issues.. I can see a major point release holding off on the Public Beta until Dev Beta 2, but not a point.point release.. Maybe there was an issue and they held off on it?

Anecdotal evidence. Mine is that sometimes all my email comes in at once after hours of nothing.I've got 6 emails setup using exchange and my notifications work with no issues.

Yes, I’ve had it happen a couple times. I also have issues with not getting notification alerts when a new text comes in on my watch or iPhone. Just see a red badge when I look at messages icon.Is anyone else totally freezing since the last update? Once it was like 15-30s, and then it snapped back to normal. The last time was even longer; had to do the up down power to reboot.

I filed it under Bluetooth and there’s a submenu there to choose AirPodsI would just file it under Other (I believe). They’ll figure it out. Or ask you for more detail.
Wow, I stand corrected! Jumps to probably the last beta for iOS 13.4 before iOS 14 betas. I guess they'll be releasing 13.4.1 and others without beta releases.
