Now live on dev portal. OTA 460.3Mb on 11 Pro Max from beta 1.

EDIT: Unable to install via IPSW. Finder gives me error that a software update is required to update your iPhone. It then says installation failed as it's not available from the software update server.

Uhh.. what? On Catalina 10.15.3 or are you on an earlier macOS version? I guess this means I ought to use OTA this time.

Turns out you need the latest beta of macOS Catalina.
 
Oh, great. So, an OTA would be the way out? I am not going to use macOS beta, the initial Catalina beta 10.15 had played dark games with my iCloud data and corrupted a lot of it.

My Mac isn't seeing the latest Catalina beta yet so it appears so.... for now.
 
I have downloaded OTA, but it is saying I cannot install as I am not connected to the internet. Well I am, so not sure why it is telling me I'm not. I've even reset my network. I am connected to WiFi.

EDIT: I've also restarted my phone and tried installing via cellular to no avail.

Same issue. Also restarted and tried cellular.
 
mine says Unable toVerify Update iOS 13.4. Developer Beta 2 failed verification because you are no longer connected to the Intrenet (Internet )

Same problem and the worst part they spell "the internet", not "the Internet" (should be spelled with capital i ) :)
 
My install went fine. It was sitting on my desk installing the update, and just rebooted itself without any prompts. Seems fine after the install.
