Really? It functioned correctly for me. The only bug I had was just that the ringer pop-up would stay on screen until I locked my phone if I adjusted its volume occasionally, but I had no other issues with it.

EDIT: Actually, now that I'm on beta 2, I'm having the issue you were having on beta 1. Weird.

Voice control is great, but sometimes its a bit slow, like it will register commands sent but wont activate for like 30 seconds and then does all at once... amazing feature though. Almost like an always listening/more controlling 'Hey Siri'

Might have already been reported, but the force touch on the connection box in Control Center is more reliable, opens even if you did it on one of the icons.

The best ting in beta 2 is continuous scrolling on iPad when using keyboard arrow.

Under Phone settings do you have Silence Unknown Callers turned on? That'll send any number not in your contacts/messages/mail straight to voicemail.

It’s a bit early to tell about stability, but so far it seems to run a bit smoother compared to beta 1, which is always welcome on an old device.

On beta 1, reminders weren’t syncing to my watch on 5.2.1. Did you experience that?
