Same here.
I've been through troubleshoot triage hell. Nothing seems to work.
Only step I haven't taken is the nuclear one...wiping and restoring all my devices.
*Fingers crossed*
Hoping the next batch of updates eliminates this problem.
I've reported this problem directly to Apple via their feedback page and on their iCloud support page.

Seems to have helped.

Not completely instant, but within about 30 seconds. Usually if I close notes on computer, then open it on phone it syncs, but it seems to be the opening and closing of notes that is doing it.

Has this issue seriously still not been fixed? This is getting ridiculous, a note which update nearly every day hasn't synced to iCloud from my phone for about a week. This is straight up unacceptable, especially for those who pay for iCloud storage. I tried disabling and re-enabling notes in the iCloud section of settings, but it said I'll lose unsynced notes. Obviously I'm not going to do that and lose my note changes, the whole point is to get them to upload!
 
Still with this problem on all versions of iOS, including the newest iOS 13.3 beta 1. Really frustrating.
 
Did some winter cleaning and removed some 80+ notes on my Mac. Hours and hours later my iPhone and iPad still did not delete the notes. Had to uncheck and recheck Apple notes in iCloud on both to get the deletes to occur.

I guess I’m moving to OneNote permanently now.

Doesn’t make me feel good about paying for iCloud storage. At least my Office 365 subscription I’m feeling like I’m getting something for it.
 
Super annoying issue. Apple-Discussions also has a long thread about the problem. Guess I have to switch to another app then – I don't trust notes anymore after this and several other issues. Any recommendations for an alternative? I'm testing bear.

Thanks for the link. I'm just manually copying right now. In general, if I enter it on macOS, it gets propagated to my mobile devices. It can take a while though. If it is on my iPad, it usually gets to macOS. Sometimes gets to my 7+. If I put it on my 7+, it rarely makes it to the other devices. So I just take the 7+ and retype the information on macOS. It's a pain but it works and I keep using Notes, which I really like outside of the sync problem.

Notability is GREAT if you use the Apple Pencil a lot. Otherwise, it is poor text management in Mac OS. Bear is nice text only management in iOS / Mac OS but not cross platform.

I've moved onto OneNote because it has fair Apple Pencil abilities and GREAT text management - amazing cross platform abilities.

If I want to use Apple Pencil - I'll use Notability and export as PDF.
Work / Personal note taking? OneNote.

OneNote's battery usage is high but at least it works. Been using it for years.

I used to use Evernote and it was okay. They had some security problems and I dropped them but they may be an option too. I will just enter things manually from my phone to macOS for now. I assume that Apple will eventually fix this embarrassment.
 
I'm also experiencing this problem. I have noticed that it seems to be working better between iOS/iPadOS and badly between MacOS and iOS/iPadOS. It worked better after updating to 13.2 and 10.15.1 but now it seems to be back to intermittently working and/or very slow syncing. Super annoying issue.

I did the following fix two times with success.

1. Uninstall Notes
2. Reset all setting
3. Connect wifi (don’t configure other stuff for now)
4. Install Notes
5. Setting -> iCloud. Make sure notes has been activated in iCloud
6. Check notes. Folders should start synced
7. Setting -> display sleep 15 minutes (to prevent sleep)
8. Tes create notes in the device.
9. Notes will start synced
10. Wait until all notes synced completely. If it get stuck, try create notes in the device or other devices. With around 2,800 notes, it took about 40 minutes to complete the sync.

Hope this helps.

Sweet, maybe they fixed it? I sure hope so. That's how it has worked for me for the last 4+ years. iOS 13 was the first time ever that I've seen it take >30 seconds to sync. Wife and I would leave for the grocery store after working on a shopping list together on our Macs and ... nothing on the iPhone. Haven't tried recently. If I use Apple Notes recently, it's on something that I don't have to have synced.

they were working on the same wifi network.
I don't know if on different networks could be slower than that. 🤷🏻‍♂️

I was just recently doing this myself. Had Notes launched on my iPad while I was editing a note on my phone and saw the letters appearing on the ipad as I typed on the phone. Really surprised me as I had never had both devices in front of me on the app before. I will say that the 13.3.1 beta release has, fingers crossed, fixed the last significant bug I had, Safari History syncing. My guess is that many other syncing issues were fixed as well.

I don't notice an issue so it appears that it is fixed for me. I think that logging out and back into Notes on one of my devices was the thing that got them all back into sync again. Updates to other devices aren't as fast as they were before. They used to be near real-time in the past and they can take a second or several now.

Throughout iOS13 I was having issues where Notes syncing between my iPhone and iPad would sometimes work but other times not. I’d often have to kill the app on the device where I hadn’t updated the note then reopen the app from Home screen to force the note to sync.

Since iOS13.3, Notes syncing has worked flawlessly.
 
I forgot about this issue which means it hasn’t been a problem lately. I just did a test changing a note on my iPad and it updated immediately on my iPhone.
