Or is it the other way round?
13.2.3 containing all fixes upto 13.3 beta 2. and beta 3 containing more fixes than 13.2.3?
13.2.3 can’t really have everything that’s in 13.3 as that is a new point release (rather than a bug fix release).

i dont think that a release is distinguished as a point release or a bug fix release.
a minor release can be both a point release or a bug fix release or both.

While a point release can, and usually does, contain bug fixes, a bug fix release will normally not have something new or redesigned to the level that a point release might.

the mail app is crap in 13.3 beta 2 but apparently it’s been fixed in 13.2.3 can anyone confirm ? so tomorrow beta should have the same bug fixes and more no?

Depends on whether or not the fixes pushed to the 13.2.3 release branch also got pushed to the 13.3 beta branch, and when. It's possible that they're already there (or partially there) in 13.3b2, but until enough people have installed and tested 13.2.3 we have no way of knowing how they compare.

The build number of 13.2.3 is 17B111. If they follow recent years that the last build is a G build then doing the math:
13.3 is C
13.4 will be D
13.5 will be E
13.6 will be F
13.7 will be G??

All fixes of 13.2.3 have to necessarily be included in 13.3 public release. So the beta for it can be today or the next!

Well there's never been a .7 update to iOS right? Seems a bit unlikely that it will happen now too.
But this conclusion does not come out from the analysis presented earlier. Right? Even then what is the implication of not having a .7?

So if I was a betting man, I would have said 13.3 final the week after Thanksgiving. With 13.2.3 out, I am not so sure anymore. With 13.3 beta 2 being a A build, figured we were close. Oh well, guess we will see what the next few weeks brings.
