Thing is, you used words that trigger people. "Incoming beta" has the capacity to trigger people and then when they don't see a beta, they will get annoyed. Secondly, the two words in that order are used specifically by a reputed thread-maker member here, I have felt that anyone else who suggests an "incoming beta" is scoffed at, and for good reason. Often times we have had members just triggering other members by getting their hopes up without a shred of reliable proof or source of the claim they make. So, now, they trust only one person with the job of declaring an "incoming beta".
Chance, sure, likely, not so much. Tuesdays are usually when Apple releases final versions.

why don’t they just wait till tomorrow if it’s coming out to the public don’t understand why release a gm a day before
It does but that doesn’t really mean anything in this regard. The build will go from 17F5065a to 17F65.
Give dev's time to finalise and push their apps to the App Store probably, since it supports a new API.
