+1 macOS Safari is working correctly, it's only iOS/iPadOS that's broken syncing.
iPhone & iPad are showing the correct iCloud Tabs for me, it’s an M1 MBP and an Intel Mac mini that are showing incorrect tabs for me.
 
May I ask for a favour please?

Could someone on their Mac and iPhone please try and save a website to a Favourite Bookmark Tab and see if it actually saves?

I'm getting this Error on both my M1 MBP and Intel Mac mini whenever I try to save a New Bookmark or even edit the order of Bookmarks.

For what it's worth, I've been able to "fix" this issue by logging out and completely erasing and restoring my device or setting up as new.... Until it happens again.

Again, there's a VERY LONG THREAD of people having this exact same issue. It's been ongoing for years, and nearly everyone I've encountered that's had this issue over the last 3 or so years has reported that it's happened again. Please feel free to reference FB13719000, FB11976762, FB12045859, FB9079110, FB8962355...

Funnily enough, I'm not seeing the above message on my M2 MBP. I simply can't move websites to bookmark favourite tabs on my Mac or iPhone. But it was working really well a couple of weeks ago.

Annoyingly, only reason why I started moving websites into separate tabs is I got told off by my wife OCD wife for having 78 tabs open! It was all going so well to, up until a few days ago.

A bit of an update. I said I wouldn't bother with this issue until the next update, but as I had a bit of time... 😆

I just went into my iPhone and turned off Safari in iCloud and then back on. Then did the same on my Mac.

On my Mac, I can now see all the websites on the 6 Favourite Tabbed groups

On my iPhone it's not so good. I can see all 6 groups but only 4 of them have any website within them.

At least it's better than it was earlier.

For me macOS is correctly reporting its iCloud Tabs (none when all tabs are closed), whereas iOS/iPadOS is not. This is clear with my iPhone and iPad. They both will show the wrong tabs for each other. But they won’t show Mac tabs, because macOS is syncing its own tabs correctly.

Also fixed for me. You need to open a page and then close it and then exit Safari for the fix to take.

iCloud tab syncing was working fine until I upgraded to iOS 17.4 on my iPad and iPhone and now the way it works has changed.

If i close Safari with tabs open it works the same way it used to. My other devices, including my Mac on 14.3.1 will show those tabs as iCloud tabs on my other device.

Now though, if I close all tabs and close Safari, instead of the other devices showing no open tabs on my device, it just shows the tabs that had been open.

Syncing isn’t broken per se as opening new tabs and closing Safari will remove the old tabs, but basically tabs won’t sync if there are no open tabs. Effectively that makes clearing out the closed tabs from other devices impossible. icloud tabs has effectively become currently open or recently open tabs.

Basically tabs only sync when at least one is open.

my App i use for Notes Notebooks, a hitherto fantastic App has become unusable since 17.4
all due to 17.4 syncing bug

iCloud tabs are fixed for me on iOS 17.5.
Ghost tabs weren’t removed on iOS 17.5. I have 2 showing up on my iOS device from macOS that are still there after updating

You would assume that it can’t be too hard every update to regenerate the list but I guess not.

My only solution now is to turn off safari sync on iOS and then turn it back on
 
It wasn't fixed for me too, then I disabled iCloud Safari sync on both iOS devices and MacOs ones, waited at least 5 minutes, re-enabled the sync and now it's functioning properly :)
 
Signing out of iCloud for Safari on either of my Macs and waiting has no impact for me. I signed out of both Macs an hour ago and just signed back in. No change. Bookmarks aren't syncing. Reading List is not syncing. At one point my History would even show up across devices, but it's been a few years since that happened on my end.

I don't even need to reopen the Safari app. Force quit forces the sync but changing the webpage does not. iCloud tabs sourced from MacOS are still solid though.

Still not fixed for me, in fact I'm getting messages saying my Bookmarks can't be edited right now.

Thanks for the info. I had to open a ticket as there seems to be additional iCloud-related issues which I hadn't noticed.
