I think I've found a solution to this issue. You can try changing the iPhone’s region. In my case, the region was set to Philippines then I changed it to US. Afterwards, go to Settings > Wallpaper. You should be able to see your old wallpaper. If your region is currently set to US you can try changing it to Philippines then go to Settings > Wallpaper and check if you can see your old wallpaper. If not, try to set the region to US again.

Not sure if you’re doing something different but that fix resolved the issue completely for me and after beta 3 yesterday it hasn’t occurred since.

I just changed the region in General-> Language & Region to UK and then back to US.
 
I jumped on the beta train with beta 3 on my iPhone 14 PM and had the wallpaper issue where all my previous wallpapers were black and I was missing the default iOS 17 wallpaper. A normal restart fixed the black wallpaper issue for me but I had to use the region change solution to enable the default iOS 17 wallpaper to finally show up. Such a weird bug! Oh the beta life 😂!

how do you all change regions with apple subscriptions?? mine says i have to cancel all my subscriptions to change regions
 
Great it's fixed it for you but it is not fixed for everyone. There are loads of reports in the official B3 thread about this exact same issue. I, for one, have had the problem.
Not fixed for me in beta 3 either - iPhone 14 Pro (this is the first beta that I downloaded as well). Oh well, but this is a good work-around.

I just installed the public beta and ran into this problem too. Not sure if anyone noticed this yet, but at least in my case it seems that only the wallpapers I've created in iOS 16 give me troubles (black screen after reboot). I've created a couple new ones in iOS 17 and they seem to work fine and will load after a reboot.

Perhaps this is why some say it's fixed for them (they're using newly created wallpapers), and others say it's still broken (they're using old wallpapers created from iOS 16)?

My wallpaper “app” is broken completely. I have zero access to old wallpapers, or new ones. None of the fixes here worked for me.
 
Man such a relief knowing that I'am actually not the only one with this problem.. But yeah, the region changing hack did actually work for me. And the wallpaper problem is still not fixed.

Yeah, I’ve tried the region fix several times. Nothing works
 
Adding a new wallpaper works but changing it to the ones you used before doesn’t work

Worked for me as well with just a region swap (US --> Philippines --> back to US) and no other steps other than locking & unlocking the screen after the round trip. Really appreciate the post!!
 
This is why I’ve gone back to iOS 16, just too annoying to deal with.
