That would be irresponsible. Is there any recorded instance of Apple ever skipping an RC and going straight from beta to public?
I believe I remember them doing that a couple times in the last couple years. It’s not necessarily “irresponsible” since the final public release usually adds bug fixes and other changes.

Was hopeful we would see RC by now, but this probably tells the tale that this software has lots of issues still based on the delays we are seeing. Apple intelligence has been the worst deployment from Apple since Mobile Me.

I see you are privy to Apple’s internal release scheduling calendar since you know that the RC is delayed.

It's viable to that they found something last min that made them change course to resolve an issue or patch a security situation.

Unless they've found a recent vulnerability so it's messing with the schedule, as I don't think b4 is fully baked for public consumption, it doesn't feel refined enough. its glitchy here and there and Mail seems like it still needs work. Ive had to add gmail 3 times to my phone to sort out syncing issues as a temp fix.
