It seems to be happening in many countries. How is it not an apple issue?

because by changing your ISP assigned DNS to another one makes it work.
if it was an Apple issue then changing your DNS would have no affect.

It wasnt like that with previous updates. You're supposed to be able to get this done without tinkering around imo.

I tried many, many times over a few days and after continuing to get the error, resorted to downloading the full ~800MB from iTunes and updating from there.

I'm on TalkTalk, by the way - don't know if that makes a difference!
