I just had this same issue it got stuck at 62 photos out of 149 for like an hour. I even erased everything and restored from the same backup to get stuck again at 62 out of 149. The photos are there it is just getting stuck. I went into settings and restore and I reset the network settings only. Afterwards the iphone prompted me that it needed wifi to complete the icloud restore. When I directed the iphone to my wifi connection, more photos started appearing. I got all my photos back! Definitely not trusting icloud anymore!
