Is it not possible to update an IPad that has IOS 5.1.1 ?? It says my software is up to date but my 2nd IPad is running IOS 9. I thought when I received notices that updates were available that I could get the latest version of IOS.

If it's the original iPad (version 1 from 2010) then it cannot be upgraded beyond iOS 5.1.1.

iPad 2 onwards can be upgraded to iOS 9.

and with this year IOS 10 look for ipad 2 too be drop so you wont be able too update it past ios 9.3.3 once it comes out
