The control center animation skips frames on every A7 device or higher.
Only way to fix right now is.. Reduce transparency :/

Good for you because once you see it, you cannot un-see.I'm talking about my iPhone 5s (one device) which runs perfectly smooth on iOS9.1 and still on iOS9.2 (it wasn't on 9.0 version btw). See also all other people saying this in this separate topic.
The only issue which I have with the ipad mini2 is the lag with the 3rd party keyboards (especially with Swype).
No it doesn't, you just can't see the drop from 60 fps.

Clearly there will always be people on MacRumors who will never understand what true stutter and lag is. Or just wont be bothered by it.

I really don't see it on my iPhone 5s running iOS9.2. I did have major stutter/lag with iOS9.0 and 9.1 on my iPhone 5s especially with Spotlight search and showing the third party keyboards.
I still hope that the lag/stutter with showing third party keyboards will get less when 9.2.1 is released for the public (non-beta) which I now have with my iPad mini2 running 9.2. This wasn't there in 8.3/8.4 but has been there ever since 9.0-9.2.
This happens on pretty much every device that supports metal. No such control center issues exist on the iPhone 5. Yes, the iPhone 5 is smoother than the iPhone 6S with control center. I have both devices, I've used them side by side. The 6S is perfectly fine sometimes, but other times it is very noticeable. Same deal with my iPhone 6, but it is much worse usually. Tapping on the airdrop button has more apparent issues if you still can't see it. Sometimes it's smooth on the 6S, sometimes it isn't. It always is on the 5 though. Control center is perfect on iPhone 5 when used over the lock screen, home screen, open folder, and the app switcher (if you aren't looking just at the home screen card) but all of those scenarios are bad on iPhone 6 and they choke up a bit at times on the 6S.
This is about control center performance on the home and lock screens by the way, the iPhone 5 chokes up with the airdrop menu when control center is used in different areas, for example, over a keyboard or open folder. It isn't perfect, but it's much better.
Also I've noticed that the control centers look a little different across devices. iPhone 5S and higher I think has translucent buttons and sliders, iPhone 5 does not.
First and second photos are screenshots from an iPhone 6, standard and zoomed mode. Control center performs generally the same. The last screenshot is from an iPhone 5. Notice the lack of translucent buttons and sliders. Disabled buttons are colored lighter as well
The extra translucencies on A7 and higher devices could be affecting performance but I'm not too sure. It was there in iOS 8 too and control center was smooth, so. I think iPhone 5 had the effects in iOS 8 as well which the phone handled just fine but they were removed in 9.Wow. What an impressive catch.
Maybe that's what is yielding better performance.
Just a thought, but since Apple did improve the battery on iOS 9, there has to be some kind of trade-off. Could it be that they decreased GPU resources available to iOS with iOS 9 (meaning, for example, lower GPU clock rates to use less power)?
