Of course the final beta is going to be the most stable...
My point is, no one ever has any way of knowing what the final beta is. People thought that 9.2B4 was the final beta before the GM, but it turns out that B4 was the GM. And just because you have had bad experiences with betas does not mean thats the norm. I've ran every single beta of every single version of iOS since 9.0, and all the betas of 7.0/8.0 and have never experienced any catastrophic bugs. Battery drain here and there, a little lag here and there, but nothing that prevents usage of the device.

Still waiting on some bugs to replicate in 9.2.1. All that other talking you guys are doing isn't doing crap

And I'm waiting for your bugs of 9.3. So your advice isn't doing crap.
Want bugs of 9.2? Animation glitches on the app switcher, iCloud backup activation, UI lag in Control Center.

But you can go into many threads and see people complaining about animation and UI inconsistencies as other examples.
Animation issues aren't bugs. Safari crashing is a bug. apps force closing is a bug

Someone not encountering an issue doesn't mean that one can't be there somewhere nonetheless. They can all certainly be bugs, just of a different level of severity.

Nevertheless, you're changing the discussion topic. You're advising not to install betas because of bugs, and can't tell me one.
I use 9.3 beta, and haven't had a single bug that compromises the use of the device.
So why don't you create a "why release 9.3 if 9.2 doesn't have any bugs" thread?

Ok, so the public beta was released a few hours ago. Thoughts? Compared to the 9.2.1, any lag or performance issues? App issues?

Lag & performance? Overall 9.3 beta 3 is smoother than any previous version of iOS 9. Animations are smoother, opening app on avg is quicker (less delay from the tap to launch)

App issues? None that I've come across with the apps I have installed. (This will obviously be different for everyone as we all have different apps installed)

Wee bit of a lag when opening folders. Maybe it's just me.

Opening folders has always stuttered a bit, but it's usually only the first time you open that folder and then it's smooth again until you reboot the phone.

A lot better than 9.2.1 in my opinion, but I don't use a lot of third party apps.
We still have to see battery performance, but I expect it to be pretty normal.

EDIT: As mentioned in the 9.3 beta 3 changes and fixes thread, the clock on the status bar dissapears for a couple seconds after unlocking the device.
