iOS 9 final release

Its silly to pick a time to release, just release when its ready. Better than putting everyones hopes up by saying "update will appear at 10AM PDT" and then not even be there at said time.

And who picked a time exactly? Apple didn't.

That's not telling anyone to expect it at that time. That's people assuming without anyone actually saying that's the case. There's a difference.
