As usual, Telegram will implement it the moment iOS 9 is available for all users. Then Whatsapp will wait till iOS 9.xx to give us the quick replies.

Probably iOS 9.3 judging by the time when they released the iOS 8 share extension support in WhatsApp and the release date of iOS 8.3.

I always assumed that quick reply was available for 3rd party applications in iOS 8 but was never implemented by Facebook Messenger, WhatsApp and etc for whatever reason. Guess not...

I also thought that it was the case with iOS8 but it seems this feature is only available for 3rd party developers as of iOS9.

A bit offtopic: I'm glad iOS8 finally had the share sheet feature (after WhatsApp & co added support very late) so you can stay in the Photos app and send (only a few) images to friends/family via e.g. WhatsApp.
