Only if you run out of space but my guess is iOS will offload cache files as required if the user requires the space for non-system content.

My 6S is 11.97GB on a 128GB device 11.2.5

i wonder what really system storage.my ipad air 2 only have 4.20gb and iphone X 6.70gb wih the same ios 11.2.5

I recall 6GB at the outset, and a similar thread on this question although I couldn’t find it in the search.

At the outset of what? The original iPhone OS 1.0 restore IPSW was 96MB. The first iPhone came in 4GB and 8GB capacity. iPhone OS (iOS today) started out fairly tiny.
