I presume apps still need to be split or slide enabled? Bugs me that Spotify, Tidal, Deezer, all of which have mobile apps aren't split or slide over enabled. How much work can it be to switch to iPhone UI when in slide over or split, as a quick fix to give users multitasking from those apps. The fact they've not been updated to accommodate this in over a year suggests it's not gonna happen. Lots of apps don't bother. I'm excited for iOS 11 but I worry there'll be few apps that take advantage of it.
I think Apple could soon very reasonable enforce a policy whereby universal apps - those already built for both iPad and iPhone layouts - must enable Split View. Those universal apps have already done most of the hard work by catering for multiple layouts. This would give them a little nudge to expand this groundwork to all of the layouts possible under Split View. And more generally I think a policy to enforce Split View on any iPad app (universal or not) should be implemented within the next year. With iOS 12 next year, it's likely that all of Apple's supported iPads will support Split View.
