I think it is a number of Apple core functions that are doing this. For me it was WiFi Networking. For others it is Weather. For others still something else. It cycles from solid purple to outline to solid to ... Does it eat battery? Don't know yet. I do know I am okay with 11 on my iPad Pro 12 v2. Not happy so far on my Mini 4 and 7+.

Will see how it goes.

btw - The location issue was apparent on all my devices. All had the same issues.
Hmm for me, and I think for most users too, it can't be Apple core functions aka System Services because these aren't shown in the Status Bar (because 99% of time one of them would be always on).
And yes, I think my iPhone 7 is draining faster than usual. Just annoying.

For me it was WiFi Networking in System Services. I watched it cycle through. @C DM clued me in to what it really is used for. I turned it off and my Location issue ceased. Was active on all three of my devices.

btw - turned it back on and the indicator came right back in the status bar. ;) Turned it back off.
 
In my case, most of the services were triggering the arrow on the constant basis. In iOS10 I have every single System Services toggle turned on and never had this problem, but in iOS11 most of them kick in randomly.

I have noticed that mostly it was Location-Based Alerts, Wi-Fi Networking, Cell Network Search and also Signification Locations. Since I turned those off, I no longer see the hollow arrow anymore.

I will keep an eye on this and continue to report the behavior.

Please be clear - normally System Services DON'T show up in the Status Bar. Only if you turn it on specifically.

The thing is, I had every single option turned on in iOS10 and never had this issue before. Now, the hollow or solid arrows are on most of the time. It is either a bug or Apple changed how things are working and they forgot to tell that anyone.

You might have had the individual options turned on but did you have the option enabled for Status Bar Icon for System Services at the bottom?
 
I had that option also on in iOS10.
I don't have this option on and still see this strange Weather etc behaviour. Maybe it's because I also have an Apple Watch connected with a watch face with the weather compilation.
 
Same thing is happening to me. It’s two settings in system location service.

Guys please.. look at the setting at the bottom if it's not turned on this can't be the reason. It's completely normal that these System Services are using your location from time to time. You have to look at the page before for any purple arrow.

On my phone it’s definitely system services. If I turn those two off, the arrow disappears from the top status bar. But I like my geofences and motion calibration, so I leave it on.

I think part of the issue is - I had the same settings active in iOS 10.3.3 with no notification. Install 11 with the same settings and now you do.

Well, it seems like sometimes these things are staying there indefinitely or turning into an arrow that is just an outline for an indefinite period of time, which wasn't the case for people prior to iOS 11.

If you are in Locations Services -> scroll down to System Services -> scroll down all the way, you will find a setting that states if you turn it on it will display the Location Arrow in the Status Bar when a System Services is using GPS. By default this setting is off so a System Service using GPS is never shown in your Status Bar. So it's also normal that you are having purple and hollow purple arrows beneath System Services while don't seeing it in your Status Bar.

On iOS 10 I didn't had this setting turned on and didn't changed any setting after updating to iOS 11. I checked the setting, it's still off. So my point is that the arrow displayed in my Status Bar can't belong to any System Services. For me it's the Weather App which has a purple arrow all the time.

Yeah but that is kind of off topic because that can just be a normal behaviour under iOS 11. Or better it turns the whole discussion useless if some are talking about System Services... even more if people don't get the difference and that these aren't shown by default.

Anyway it's a completely different story if we aren't taking System Services into account. I'm wondering what's wrong with my Weather App... anybody else seeing the same behaviour?

It seems like it's quite within the topic, that people are seeing a different behavior with iOS 11 compared to what they noticed before--in some cases it can be something outside of system services, while in others it seems like it is something from system services.

It's still misleading if people don't are clear about wether their setting for displaying System Services in the Status Bar is on or off.

Anyway I can confirm that the problem is because of my Apple Watch. If I put my AW to Airplane mode the GPS arrow is gone, for anybody wondering.
 
For me it’s the weather app been set to always that causes the location issue.

Status Bar Icon: On, means you will see the little gps Icon at the top of your screen.

You missed my earlier post. I have always had this turned on to show in the status bar and some system services using GPS. Under 10.3.3 these System Services did not show in the Status Bar. Under 11 they do. That is my "what's changed".
 
For me it's weather also, but it only shows the hollow icon while my apple watch is connected. If i disconnect the watch, the hollow weather icon goes away.
Strange.
