Depends on what level of refurbishment was required.
Maybe this was a perfectly working used iPad that only needed a screen wipe and ensured it's been factory reset and unlinked from iCloud. That's likely most often the case.
Alas, you could get unlucky and receive one that's had unauthorized repairs.
