Do we have the in-house iOS expertise to do it or do we need to invest in training or hire additional personnel? If you can't make the business case ...
However, I think it's more of a case of what you mention earlier about altruism towards Apple... because it isn't as if Microsoft doesn't have presence on the iPad platform. It's not as if its a new environment and the iPad platform isn't going away anytime soon.
And I'm on the couple of test flight apps with Microsoft and I get updates on the regular... but as @Rafterman mention Microsoft is holding back in terms of cross platform parity.
