What also sucks is if you load an app from the app switcher menu, it *won't* add it to the recent used apps section of the dock. You have to go to the home screen and load the app by clicking on the icon directly for it to appear in the dock.

But you don't need an app in the dock to multitask with it so doing so is adding an unnecessary step.
 
I honestly didn't know this. How do you do this exactly?

A few ways: -

1) First, lets assume one of the apps you use is already open and is in the multitasking view. The one you want to add to may or may not be open (it doesn't matter really) but isn't in the dock. You can go to the home screen and "pick up" the icon of the other app. While still holding that swipe up to multitasking with another hand/finger and drop the icon over the other app.

2) But what if neither of the apps is open? You obviously can't do what's described in 1) unless you open one of them first. To save that extra step un that case you can, as @Debauch said, pick one icon up, tap on another to open it and then drop the app icon in

3) Spotlight. You can only do this one if you have a hardware keyboard attached (which is dumb and I reported it but it is being ignored). While you're in an app use Cmd + Space on your keyboard to go to spotlight. Type as many characters as you need to of the app you want to add and then drag it. The spotlight interface disappears and allows you to drop it on the first app.


There was a method where you could just drag an icon to another icon on the home screen/dock in earlier betas but they ditched it. Shame. I guess they considered dropping icons on each other doing different things whether they were in wiggle mode or not too complicated.

This is mainly what I was missing. Thanks! The spotlight search method will come in handy as well as I use a bluetooth keyboard on occasion.

No problem. You can get quite efficient one you've internalized all the ways you can do it.
 
Why not just get a mini version of the home screen on the space where the second app is to be opened? That way, you get ALL the apps available to open, and if the one you try to open doesn't support multitasking, a little message can pop up. The way ios11 implemented multitasking is obviously better than ios10, but still limiting.
