I'm not voting because I'm on the fence on this one. I love my Nexus 7 and want for nothing in terms of apps compared to my iPad 2.
The Mini OTOH is nicer than my iPad 2. It feels nicer than the Nexus and for many things I do, the lower pixel density isn't going to make much of a difference. Watching media in HD is the Nexus's strong suite and reading eBooks might be a little nicer. Some of the apps I run on my Nexus are just phone apps where the iPad's apps are more often designed for that format.
Given the strictures set out by the OP, I'd likely stick with the Nexus though. Apple's pricing to add celular radio is absurd.
