When you say the Mini is constantly reloading tabs, do you mean that clicking on a tab causes that page to reload before you can see it? I have four tabs open on Safari right now, and went right down the line without any delay at all.... I just opened a 5th tab, and they don't reload one bit as I click on them rapid fire. 
I just want to make sure I know what you're talking about.
P.S. I just opened a seventh tab, and they all open instantly.
PPS: I have 10 tabs open on the Mini, and the 10th was The Verge. It opened just as quickly as any other device I own does, including my PC.
