Isn't the restart Home Button + Power button?

I don't know why people use the volume button, not needed... just home button + power button.

May be news model without the home button need the volume..
EXACTLY. No home button on iPhone X, iphone xs iPhone Xs max IPad Pro 12.9” 2018 and iPad Pro 11” 2018.
 
So I was in Tweetbot and I can't swipe up, close the app or get into any other app. I can't use Siri to open any other app like settings. It won't reset with volume button+ top button - it just opens siri.
It's insane. I'm trying to run down my battery so it powers off.

I'm not sure if it's a Public beta or malware. Any ideas on how to reset?

Very strange as my iPad Pro worked great when I was on the iOS 13 PB. Tweetbot even worked okay as well.

I did go back to iOS 12 a couple days ago, but my IPP was stable and usable even on the PB.

This happened to me. It will switch off if you hold the power button for long enough after the volume + and volume - sequence. I use Tweetbot everyday and this has only happened once.
 
iPad powered off finally. Sort of amusing in that I had turned on flashlight from the drop down menu to make it power down faster. After a while it turned off the flashlight and greyed out the option so it couldn't be activated again . It was kinda like HAL in 2001. Did not want to be shut off.

I think the flashlight can only be on so long to prevent burn on the light. It has to cool down enough before you can use it again. Congrats though, that stuff can be frustrating.

You were doing it wrong, the sequence is vol up vol down then press and hold power till it turns off (or hold home and power on older models, fyi holding power and vol up is how you reset a surface). This is a hardware sequence and is unaffected by the OS version. The only way it’s not going to reboot is either you did it wrong or one of the buttons is faulty.
