It’s NOT the OS. It’s thermal or battery throttling. The OS is telling your battery and CPU the battery is toast. Slow down the CPU and GPU significantly. We can’t tell but you are most likely at best getting 50% or less of your Max Performance.
It's neither thermal or battery issues. My 10.5 Pro was perfectly smooth and fluid on 14.3 and is again smooth in the 14.5 beta. It was terrible on 14.4.

Battery is perfectly fine. Went back to 14.3 immediately and the device is fantastic. Interesting analysis but way off.

With all due respect you have no idea what you are talking about. Many people on 14.5 beta 2 said the scrolling and animations are MUCH better compared to 14.4. People with brand new devices such as my self have terrible scrolling stutters on my 2020 iPad Pro that STARTED with 14.4. I guess my battery is toast eh?

I can confirm that for me ios 14.5 beta 2 is night and day compared to previous.. back to smooth scrolling in safari and in settings and most apps, some apps still do have their moments but still not as bad.. there is still some of what I describe as micro stutter when you flick to scroll quickly, just before it comes to a stop, but you really have to be looking for it to notice, but I’ll take that all day long for the smoothness.. I feel like I’ve got my iPad “pro” back!!

Jerky scrolling seems to be getting worse for me. Was only an occasional problem at first.

I've noticed it, but I don't blame my iPad Pro as I also experience jerkiness in my iPhone 11 Pro. I blame iOS 14. I just live with it, even though it is annoying as there is nothing I can do about it.

You can't go back, but the 14.5 beta resolves this, and 14.5 should be out fairly soon, or you could enroll in the public beta program: https://beta.apple.com

I know you can’t downgrade, that is why I asked bentrovato who wrote “Went back to 14.3 immediately and the device is fantastic”.

You could go back if 14.4 was beta

Xxray didn't specify if they're on the beta or not but for me the improvement was night and day. Regardless, the only 3 options available are to stay on 14.4, try the 14.5 beta, or wait for 14.5 to be released.
It would have been possible to downgrade to 14.3 until very shortly after 14.4 had been released, but Apple has stopped signing 14.3 so it's now impossible to install that version.
