I believe it is Apple's intent to spread iOS-based device releases throughout the year and on an annual basis. The iPhone and iPod are pretty consistently released at similar times each year. I would expect the same for the iPad.
This will give Apple early Spring, early Summer and early Fall iOS releases to excite their large (and growing non-computer) consumer base.
I certainly look forward to the annual refresh of my iPhone. I've dropped iPods altogether.
