The restart did not solve the problem, it kept respringing. Only after I plugged it in, it suddenly stopped.
I had trouble getting my Mac to recognize it plugged in, even in DFU mode. Had to reboot my Mac a couple times. I saw someone else on Reddit say that eventually their Mac recognized the iPad and it stopped respringing on them. I was messing around with it for about a half hour before giving up and going back to 14.7. A clean install on 15 worked fine for me though, as soon as I reset it and restored my back up, it broke again.

Is it possibly a setting that is getting restored that causes it to loop? I had the boot loop issue on my 2018 11” and was going to use my backup on a PC to downgrade, but was having problems getting that to work. Then decided to use the FindMy website to delete the iPad and remove it from my account. It successfully wiped remotely and then when it finished, I was able to set it up as a new iPad with iPadOS 15 working just fine. I never had to downgrade. I just had to manually set everything up again.
 
After upgrading my iPad to iPadOS 15, my iPad is stuck on Configuring iPad, "Installing configuration from ......", "The profile could not be found."

No button to continue. Please help?

Not quite the same issues but I came here to say that iOS15 has completely screwed my iPad Pro 2020.

Never before have I experienced such issues upgrading to iOS even the "version 1" release.

Although my iPad starts up.... nothing is really working correctly. The TV app refuses to show me my watch list (though the TV app is generally screwed especially on the AppleTV in the UK where iPlayer doesn't work properly at the moment) and multiple widgets just don't work.

I suppose I will have to do a complete erase and start again on it. I don't want to have to but multiple restarts haven't really fixed the issues.
 
Has anyone had any issues installing iPadOS 15 on their iPad? Mine downloaded it and was installing it and was on the apple logo with loading bar and then it went blank and turns off. I can force it back on and I see the apple logo for a few seconds and then it goes blank again. Any ideas?
I had the same problem. I couldn't restore it using itunes, so I took it to Best Buy geeks, who restored it to factory settings with ios 15 installed. Now I can't verify my verizon email account.
