I haven't found any great improvements over the last os. The icon thing is annoying to me and the so called mouse support is a giant disappointment.
 
Meh. I can be disappointed and still have a fulfilling life. I merely look elsewhere when a tool or device doesn’t meet my needs. It is what it is.

Yeah, things I definitely do not like about it but I think I'll be able to get through each day. I don't think a perfect iOS would contribute in the least to a fulfilling life for me.

Another disagree here. One of the best updates to the iPad in a long time. You people are never pleased. Your lives must be very unfulfilling.

Like @MisterSavage above, I too think the new multi-tasking is awesome. I have Messages, Skype, Email, and my Calendar all available in slide over and love that I never have to leave the main thing I'm looking at/working on in order to take care of other things. This is the dream from iOS 9 finally realized.

I have about three key apps I like to use in slide-over and it was such a "drag" to have to keep dragging them into slide over to switch between them.

It starts on the home screen. Before, a long hold on an icon brought up the shaking icons. Now you first get an unnecessary pop-up menu that doesn’t even have all the choices you need.

That unnecessary pop-up menu is one of my most favorite improvements to iOS, and iPadOS (and iOS 13) is one of the best releases yet, despite a few bugs.

So, yeah, basically, your entire rant is “I don’t like it”. Which is - to quote a great movie - just, like, your opinion, man.
 
I find that pop up menu to be extremely useful. I have an iPad Air 3 and a long-press used to yield the shaky icons in 12.4.1. Now, in iOS 13, a long-press yields several options that make using apps quicker and easier. Change comes easier when we’re willing to focus on what we have to gain rather than what we have to give up.

I’m ok with the pop up in general I just wish it was customizable. I would prefer to be able to turn off the share app and rearrange app options completely so that long presses for the menu are limited to app specific activities. A longer press still gives the rearrangement option and I have no need to ever share apps.
 
Adding to whatever you have mentioned I also feel this iPad OS is kind of slow in things iOS 12 was snappy in every aspect !!
Absolute opposite for me. My iPad was lightning fast but iPad OS gave it an adrenaline boost. Also I have no issues with any design changes or features being different. Just my opinion, but I think iPad OS is the best thing Apple’s made software wise.

Agreed... many UI changes that seem stupid but they are not just iPadOS... iOS also has some stupid added extra steps where now it take four pokes where it use to take two.

But that is sorta secondary to me. To me, what is much more fundamental is all the bugs. None are particularly reproducable but here is a list of flaws I've seen:
  1. Apollo icon in the dock does nothing I believe I've seen this on other apps too
  2. Playing video frequently "jams" for extended periods
  3. Shortcuts turn on WiFi doesn't work
  4. Update for HomePod still has not been released
Basically... iOS 13 as well as iPadOS 13 isn't ready for prime time.
 
How can you tell Steve Jobs is dead and Jony Ive left the building - iPadOS and iOS13. Both are suffering from design bloat and slight - but annoying - interface changes.

Also throughout the OS, why were all the redesigned pop-up windows moved to the left of the link? Where is the right/left handed option some other programs have?

In Mail - start a new message and "new message" is across the top in overly large letters. In Safari, columns now float over other columns blocking the view of the one on the left. Click on a Safari link, and now the pop-up window of options takes longer to come up. If you go to markup after a screen shot, the palette takes up way too much space. Why this is being described in the press as a "new" feature is idiotic - it’s been there for years.

Sure, all those drop shadows look pretty, but the design seems to have triggered a performance hit. I am on the latest iPad Pro - so outdated equipment isn’t an issue.

I am not one of those Apple-hater trolls. I use an iPhone, 2 iPads and an iMac, but I am definitely disappointed in some of the design changes where form seems to have won out over function.
I hate what they’ve done to split view, now to add functionality they’ve made it impossible to make a split screen mice to half the screen, then again the keyboard is so temperamental as to weather it pops up or not..
it is a buggy mess IMO. I’m having bugs right now, Safari has just been stuffed full of them since launch...
iPad OS 14 better fix a lot of them!! At the moment it’s decided to not give me the tabs at the top with my other websites... looks like yet another restart is due..

I’m getting the temperamental keyboard that stops popping up as well. Seems to happen at random and doesn’t fix itself, has done it in several apps but it usually occurs when you are in and out of the keyboard back and forth a lot. I submitted this one several times during he beta, but it has persisted into the main release. Same goes for app launching from the suggestions side of the dock. Youtube was the main culprit during the beta for me, but all apps have done it from time to time.

I feel like iPadOS has so much potential. Multitasking is truly much better - even on this iPad mini 4 I am typing this on now - and being able to control individual website zoom and Safari reporting in as macOS when requesting desktop sites are huge bonuses.

Still feels like a beta though...

This is the thing, I think most of us like me can see the potential for this, it’s just the bugs man!! So many of them are in it still.
This is definitely an update that needed longer in the oven.
 
I’m having difficulty getting recent apps to launch from the dock on my 9.7 iPad Pro running iPad OS 13.1.2. You tap the recent icon and nothing happens, all Apple apps work but most 3rd party apps do not.

That has happened to me several times as well. The weird part was moving the app to the permanent dock got rid of the glitch.
 
Ive also noticed more significant battery drain on my iPP. I was excited at the presentation of iPad OS, but honestly Im not happy with the experience. My iPad feels less "magical" if that makes any sense.
