While logged out of iCloud, for 24 hours, my iPad has lost 0% battery. My iPhone (logged into iCloud) is still losing a drastic amount of battery due to siri. If I am charging the phone or on LTE, siri does not run. As soon as I am on wifi and not charing, Siri just drains the battery nonstop. She is completely turned off!

hardware issue I guess. Especially if you set it up as new.

Maybe try disabling siri search for all apps. Disable suggestions in search, suggestions in look up, suggestions in lock screen. Disable Learn from this app in all apps, disable show in search for all apps. Disable show app for all apps.

If you have to do that it is probably defective.

How can my iPad and iPhone (after replacement!) all be defective. I am starting to wonder if there is something going on with my iCloud account.

I just enabled iCloud on my iPad (siri is off) and siri is back draining the battery.

Not a hardware issue as you say. Sign into your iCloud and remove everything (turn everything off) from each device but stay signed in. Enable things one by one and see if that helps pin-point the issue.

I assume the reason LTE is better as it won't continue to upload/download when on LTE
 
I would also recommend delete everything from iCloud and deactivate what you can.

You knewer know what app data / message sync old Siri backup can cause this problem.

I would use the phone with prior all deleted iCloud stuff, back it all up with another tool also contact etc.

Then use the phone for 2-3 days without iCloud and resign it.

If still happen try to make for a test a whole new iCloud account and check if it happens there too

That sounds like a headache. I have 75gb of photos.
