that's exactly what i've tried and i keep getting a pop up that says iTunes could not connect to the iPhone because it it locked with a passcode. you must enter your passcode on the iPhone before it can be use with iTunes. at the same time the phone screen turns white with the swipe up to upgrade.
 
I’m having the same issue. Followed the steps above, get into dfu mode but nothing happens when I click the “Restore iPhone” tab.

Edit: Updated to the latest version of iTunes and it worked.

I was stuck in this state for a bit while on apple chat. It sounds like you aren’t getting your phone to recovery mode or dfu mode correctly. Quick press of the + then minus buttons, then hold power button but make sure to keep holding it, even after the phone shuts down, then turns back on. Keep holding that thing like it’s about to fall off a cliff. When it’s worked, you will see the iTunes connect cable show up on the screen and you can release. As others have said make sure the phone is already connected via cable to your Mac, and iTunes is running when you do the hard restart. It’s ok if you are in the “swipe up to upgrade” screen on your iPhone when you start this process and your phone not actually “mounted” to iTunes yet.

I did not have to do the DFU process, just recovery mode, and then restored to factory, then phone to phone transfer as my old phone was still up to date.

it sucks that this is apparently widespread problem this year. I was very frustrated.

had this issue as well... i hit DFU mode and itunes 12.9 said i was unable to restore due to incompatible firmware. now waiting to see if it will just finish restoring. this is a bit frustrating as i've usually had good luck, wonder if it came shipped with the wrong/older firmware?
 
Yep i posted some stuff in the iPhone thread about this Mine bricked today doing a restore. Took it in to my apple store for a replacement and lots of people were in the store with the same issue. iOS13 is as buggy as hell
 
Update on this, DFU worked. after doing DFU i setup as a new phone without backup and then did a restore and all was fine.
 
I had the same problems today. Just like others stated, seemed about finished then was stuck. Had to DFU, then use my XS backup from iTunes. First time that ever happened. It looks like it is an iOS 13 issue.
