with a black bar at the top that perfectly fits the signal strength, carrier, time and battery life bar?

Here is another option for you. I use this dark bar on my iPhone 5 and it works well. Fits nice for both lock & home screen. Enjoy!

You may have your wallpapers set for parallax. Here are some resized to parallax. Give them a try and let me know.

Hmm, it's weird. The ribbons still don't show up even at parallax size.
Looks like this. Same with the home screen. Oh well...

Okay. So what I have done is create only the shadows for you. This way all you have to do is put the background behind it. I have done it in 2 sizes for you. 640 x 1136 and 744 x 1392. It is in PNG format. If you have any further request let me know.

Wish I could tell you why they are not working. But I am not an expert on IOS 7 settings and it has to be something in your settings. The original 640 x 1136 size should have worked just fine. I have tried them on my own iPhone 5 and they work fine. Below is a screen shot from my iPhone 5 using one of the 640 x 1136. Like I said, I am no expert with the IOS 7 settings so I can not help you there.

No worries, I figured it out! I had to turn off the parallax effect in order to
get it to show correctly. Thanks again. For others:

Settings > General > Accessibility > Reduce Motion. Tapping on Reduce
Motion opens up another screen with a toggle switch. By default, the circle
will be placed on the left side of the oval. Tap on the circle to switch it over
to the right side, thus turning the oval green and reducing motion.
This turns off the parallax effect.

Is it possible to have these two images scaled to fit the iPad Air?
