I don’t know if you bought her a phone yet, but what I would do is buy her a used iPhone 7 Plus
from Swappa. They are pretty cheap, and just replace the battery at an Apple store, if there’s one
near you.

I would be a little concerned about theft of expensive Apple devices in a nursing home setting...... Some years ago a friend was in a rehab/skilled nursing facility temporarily for recovery from surgery and she had her iPod with her; it disappeared one day when she was out of the room having physical therapy.

That’s the first thing that popped into my mind when I read OP’s post. If his mom has an iPad and 6s that
has not been stolen, then I hope a new phone will be okay too.

We had to put my Mom in a nursing home for her dementia in her later stages at 83 years old. She wasn’t
able to use a phone, but I wouldn’t trust a smart phone at that place, and this was a $5000 a month nursing
home. I hate to think of what they charge now 3 years later.
 
Just something to think about, but my dad is 91 and has the iPhone 7. He just increases the font size and the screen is bright enough. Every once in awhile I will have to add an application or fix something and the first thing I notice is the font size. For a second I start to get angry, but quickly realizes he has a hard time seeing. :D Even if your mother gets the 7+ changing the font size helps out a lot.

BTW I feel for you, for my mother had dementia and it's hard seeing someone like that. :(
