So this means that once iPhone OS 4 is released, it can be installed into the iPad right? Will it cost anything to upgrade the OS?

It's not a real multitasking. It's a scheme where OS services may provide some resemblance of multitasking. It does bring real benefits but it's a far cry from the real multitasking available in Android. For example, you will not be able to run instant messenger simultaneously with Safari.
I hope that this is just an oversight, but did anybody else notice the following on Apple's new page about iPhone OS 4:

iPhone OS 4 will work with iPhone 3G, iPhone 3GS, and the second- and third-generation iPod touch this summer, and with iPad in the fall. Not all features are compatible with all devices. For example, multitasking is available only with iPhone 3GS and the third-generation iPod touch (32GB and 64GB models from late 2009).
Notice that the iPad is missing from the multitasking list. Hopefully they are just making a comment that just applies to the iPhone, but it does worry me a bit. Although I can't imagine them not implementing multitasking on the iPad.
