iPhone Storage Almost Full

I know this was/is a bug in iOS 15, but I am not on iOS 15. I’m on 14.8.1 and am now constantly getting a notification that my storage is almost full even though I still have 70+ GB of free space. What is the threshold for “low” storage? Is this also now a bug in iOS 14?

Take a really long video at 60FPS hi res and force it to store that gigantic sucker. Maybe it just needs a little nudge?
