The new bundle is stored in /User/Library/Carrier Bundles/iPhone. Edit the carrier.plist in the bundle there and Reset Network Settings. You can also edit the CellBroadcast item to change the new broadcast notification settings.

EDIT: Remove the files under /User/Library/Carrier Bundles/Overlay before resetting.

Thank you this worked perfectly. I did have to reboot twice before resetting the network settings, just as before to rebuild the overlay.

Hopefully this works for others too.

Should this work on the 4S (JB 6.1.2) as well or should I start a new thread for the 4S? I currently have "Set Up Personal Hotspot" displayed under general settings and when I click it says to call 611 or otherwise contact ATT.

I am using PDAnet (Junefabrics) and that works great. They have a "hide tethering" function that seems to work. With TetherMe or MyWi I got an SMS from ATT at some point in the past telling me if I continue they'd cancel the unlimited plan. But I believe that was on my old 3GS.

I would love to tinker with this to see if I can get it to work. I just tried this modified tethering approach via ibackupbot but could not get it to work yet.

Just playing and trying to learn and understand. My carrier settings actually say ATT 14.6 after I used this custom setting that boosted my data download speed.

Wow there is a lot of unproductive chatter going on in here.

I do not have the Carrier Bundles folder in this location I'm guessing because there hasn't been an update for it lately. Is there any way I can get to the file off of my phone or get it from somewhere else by downloading it to edit it?
 
Bingo... Great answer.. Works perfectly now.. As for those who wonder why you'd do this type of tweaking instead of just purchasing Tetherme or MyWi?

If you can do it yourself, know whats required then why not learn something instead of just relying on others? This way we know exactly whats going on in the phone and you don't need to worry about some rogue package screwing with other parts of the phone. Its just cleaner.

As an aside, I've been doing this tweak since iOS4 and I haven't ever received a tethering message from the carrier. Whether its luck (knock on wood) or a more discrete way of tethering I'm not sure but why change something that works?

I can't seem to get to work. Can you perhaps message me and tell me how you did it?
 
What must I do to my iPhone 6 to make the Hotspot feature work with a GoPhone SIM/plan? The GoPhone data works just fine on the iPhone, however, even though iOS lets me turn on the Hotspot feature the client device gets no dhcp or internet. The same GoPhone SIM works fine for hotspot if I remove it from my iPhone and put into a Google Pixel phone. Why won't Hotspot work on my iPhone and is there any way to make it work, preferably without jailbreak. ???
