I grabbed one of those last year when it was (mis)priced at 199 NZD (RRP 699). Have been very happy with it. It is one of the newer e-IPS models which is a tad below the true IPS models.

I think the older models were true IPS ones, but they changed that in order to get the price down.

From a quality standpoint, I can recommend the Dell UltraSharp series. The U2411 24" model has a 16:10 aspect ratio and gives you more space this way with a resolution of 1920x1200. Price is about 260.

Guess you mean the U2412. There is the U2410 and the U2412. The first being a regular IPS wide gamut CCFL version, the second a low budget less-than-srgb white-LED eIPS version. The 500 bucks 2410 is on par with the U2711 in terms of quality.
 
I'm also wondering what IPS monitors ARE glossy nowadays?

All the matte ones look like they have a sparkly fuzzy film over the screen.
 
The sparkly effect depends on the brand. On Dell monitors it is pretty hefty, but on an Eizo, it is non obtrusive.
 
I have Dell UltraSharp U2312HM and it is working smooth and great together with my mac mini. Currently it is hooked to a hdmi <-> dvi cable and no complaints so far!
