I have no idea where you read those dogs because Apple had those docs sealed for years.
How did Apple have FCC doc sealed for years, when the FCC got the iPhone this year? Also Apple can't have them sealed, the FCC release all its info when approving device to the public.

This was already talked about in another thread, there is a difference since 3G is a different type of network them Wireless N....wireless N didn't have to be approved by the govn't, 3G does.
Don't be surprised by an update later this year to unlock 3G on the iPhone
