Get it straight OP. There's a difference between "not being able to", and "choosing not to".

Apple is taking the latter for reasons that are beyond you and I.


I personally think apple will impliment it when they find the right balance.
 
Even with a jailbreak, there are no UI elements in place that handle multi-tasking in an elegant way.
Let me get this straight, are we arguing for functionality of having such ability, or are we arguing out of your ass? Name a task that truly requires multi-tasking and 3GS cannot handle with its upgraded speed. Listening to Pandora while surfing? Is that pretty much the best you can come up with?

It probably revolves around the fact that they design for the lowest-common denominator. It's the majority of people that believe Apple when they say multi-tasking reduces battery life by 80%. They proceed to thank Apple for not allowing multi-tasking and experiencing horrible battery life.

Alternatively, there are non-idiots who will realize it is not multi-tasking that drains the battery, but rather keeping an IM client open which utilizes a continuous data connection. They understand that it would count as usage time, and fully expect the battery to be dead within 9 hours (equivalent to wifi browsing).
Who cares what it is, like you said, how is this relevant to end-user? The bottom line is, Apple is selling millions of phones without this function and it isn't related to their ability, but rather by choice. If you can't live with that, use the "non-elegant" jailbreaking method.
