I’ve considered this too on 12.9 second gen, but I’m on 11.3.1

Could update whenever bc it has a hardware exploit jailbreak always

But it runs fine on 11.3.1 hmmm

Plus I love the multitasker and control center all in one on iOS 11 on iPads
 
As long as you don’t have loads of apps that won’t update anymore, then stick with what works..... 👍
 
IpadOS definitely sucked in its first versions. Way too many bugs. I waited almost a month to update my regular 6th generation iPad and I still regretted it in the end. It was not nice experience. Same could be said for iOS 13. Both were premature and not ready to be put in productive use.

Now however it is stable for the most part. That being said I am also not sure that I feel it so much better than iOS 12. Not for my use case. It sounded way better on WWDC in the keynote but the end result is just not that impressive for me. I personally updated because of the security stuff. Next year I will wait more because my iPad has just 2 GB RAM and I am worried that the newer iPadOS versions would be more RAM hungry and I will end up annoyed.

You should have more RAM though so for you this should be less of an issue.
