You know, I've never used iTunes. So never tried backing up and restoring from it. Does an encrypted iTunes backup restore all settings? (including passwords, Wallet credit cards, health info, etc/) If so, I might try that next time.

Yes. You have to reauthorize the cards, but that’s true with iCloud backups too.

Can app restores download over cellular or do you have to be connected to WiFi?
I can do it over cellular, but I will be at the airport. Service there is VERY spotty unfortunately.

I think under the 12.4 update, you can directly transfer apps/info from one iPhone to another. Though I don't know how to get the new iPhone to 12.4 to start that process.

I've used the restore from iCloud before several times. It seems to work pretty well, provided you have a decent fast WiFi connection. You do have to log into your app's once again. And you have to set up your Wallet credit cards again. But it seems to work without any major issues.
I’ve always depended on iCloud backup to restore all of my settings and apps. But this time around I’m on iOS 13 beta 2. So I don’t really know how to go about restoring from iCloud if I’m on a beta.
Like, would I have to delete the beta tester profile on my phone, and then do a software update once iOS 13.1 is officially released? And THEN backup my phone through iCloud and restore?

iCloud doesn’t restore your individual app passwords nor the cards you have in wallet unfortunately.
 
So basically iTunes and iCloud restores are basically both the same. It's just one backup is in The Cloud and the other is on your PC/Mac.

Other than that, they essentially restore the same items in the same manner...correct?
