Yes, the App Store in general is one of the hardest directories (it's hardly even a proper directory) to browse. 
I find it annoying that you cant just browse a catagory freely and look at all the apps. If there is a way to do this and not just the top apps plase let me know because i hate shopping for apps atm

It needs a usability overhaul, for sure. I also wish they'd separate the iPhone store and the iPad store into two separate stores and do away with universal iPhone OS apps (but, they should have a system where developers can give you credit for buying one app to apply to another, bundle discounts, etc.).
If you own an application, how do you know if you will be charged again for the same app on iPad?
I.E. If I own Readdledocs for iPhone, how am I certain if it will cost me again/or not for iPad?
What am I missing? Where is it listed?
For iPad, purchased apps are linked to your iTunes account, you can download as many times as you want.
You missed my point; or maybe I did not word correctly...
If I want Readdledocs for iPad, but I own on iPhone- am I charged again if I buy now for iPad?
If not, how do you know without hitting- Buy Now- finding out after.
