Is it safe to buy a Refurbished iMac?

Of course its safe to buy a refurb mac.

Think of it this way, if buying NEW was so much better than there wouldn't be refurbs in the first place. The fact is the NEW mac was defective, repaired, and now a refurb. Someone could even argue there is a lower defect rate with the refurbs.
