Usually by this time I'd have moved my daily driver across to the latest public beta, but the move of the PB to the .1 stream has me in a quandary.

In happy to accept bugs, but wonder if it's worth waiting for the 13.0 release normally or just go for the .1 PB?

I accept it's personal preference but is there any real benefit from waiting?

if you can wait 4 days for the 13.0 GM.
 
Considering the state of current betas (both .0 & .1), I'm honestly worried even GM won't cut it for me, hopefully I'm wrong, though. Personally I'm waiting to see how GM will plays out.

I'm hoping whatever they put in 13.1 beta 2 for mail bug fixes has made it into the GM, which I assume will be compiled today or tomorrow for GM release to devs on Tuesday. Mail in 13.1 beta 2 isn't as good as iOS 12, but it's the best version in the beta process for iOS 13 so far.

Even if 13.1 beta 2 were more bug free than 13.0 beta 8, and that is a dubious claim given all the reports here, it doesn’t necessarily help for app compatibility.

The third party app updates coming next week and the days after are mostly tested against iOS 13.0, not 13.1. Some apps that work with 13.0 GM may not work properly with 13.1 beta.

I’m running iPadOS on a Mini 5 and the amount of bugs makes me want to wait for 13.2.
There are still several 13.1 betas to come before 13.1 Goes golden master.

Now that’s not for sure. 13.1 beta 2 could actually even turn out to be iOS 13 that will be released (or or few builds later).
 
I don't think there will be much changing between the latest version and the GM. I have used every beta on my development phone and iPad and thing are stable enough now that I installed them on my daily driver devices this week.
 
The GM will probably be Beta 8 just like watchOS (beta 9), tvOS (beta 9) with builds that ends with an A.
 
GM was available to public beta testers in the past. Not sure if they will this year since Apple has moved on to testing the .1 release.
I believe this is only happened once with iOS 12. All previous GMs went to developers only.
 
Seeing as 13.1 B2 is being tested publicly, I would bet money that 13.1 will be the version released to the public after a 1-2 weeks at beta. (i.e., no 13.0 GM)

13.0 is on the new phones from the factory. 13.1 will be the first released version to all, some days to a week after the keynote. New phones will update to 13.1 out of the box.
 
My prediction: iOS 13.1 GM next week; all iPhone 11 models will come with 13.0 but will be forced to update to iOS 13.1 out of the box before people can activate their phones

No. There were public betas long before that. iOS 9-12 all had public betas. Dunno about earlier as I didn’t check that far back.
