Android is a very well done open source OS for mobile systems. Its the best in the world at what it offers by a long shot. Will it forever remain the best in the world? Not likely, things change and it all depends upon execution. Tizen may take years to get to a point where some of android's OEM"s can look to offer a wider range of phones with Tizen. That may happen 5 years down the road or may take longer.

It's actually a terrible useless, watered down open source OS. if you want to make it usable you need the Google API's, which are closed source.

Even if they do, it's a pretty big risk. It's really difficult to break iOS and Android domination at the moment, we can see Microsoft and BlackBerry example. BlackBerry even has android player and the ability to install direct APK.

Unless tizen is a really good os, its going to be difficult to make tizen or any other OS par with iOS and Android level.

Sounds like you're mixing up two different things.

First off, it doesn't matter if an API is open or closed source. What matters is whether you need it, and if you do, what it costs.

If you're making a standalone device that doesn't need Google services, the OS is fine by itself. Heck, my WIMM smartwatch ran a custom version of Android without any Google APIs at the time.

There are also a ton of Android TV sticks out there that very likely don't license Google code and they work well. (If they do license Google code, it must be cheap, since the sticks are inexpensive.)

Finally, many Chinese and Indian Android smartphones don't come with any Google services, and they sell just fine.
