I messed with the 11 inch at the Apple Store yesterday. I do have to say the feel and quality feels degraded from the 2017 models but definitely don’t think this is a repeat of the iPad 3 situation. It has awesome specs but the only reason it feels like it’s held back is because of iOS. Right now, the iPad mostly feels like a giant iPhone or iPod. It just has multitasking abilities and awesome (less than last year) speakers.
If Apple ever decides to pay attention to OS feedback, iOS 13 will bring a lot more value to the iPads. Even the 2017 10.5 has amazing specs and has a lot of potential to do a lot more.
I love using it as a MBA replacement but would like for it to have a better UI that takes advantage of the bigger screen. On the 12.9, there is no reason to have all that space between apps on the home screen. It looks awful, IMO.
