I think if you have the money to spend, might as well go pro. That's coming from someone who was doing just fine on the 2018 iPad for a good while between pro devices.
If you're gonna use the pencil a good bit, the 2018 pro provides a really nice user experience. The speakers do sound much better (although honestly, for me this isn't a dealbreaker because I don't watch shows or videos on my iPad regularly). I'm not even positive I notice the differences in pro motion either because I just don't know if it makes a big difference with my use case.
However, the pro is a gorgeous device. I do really like Face ID and find it works very well (although I'm not a Touch ID hater either - it has always worked wonderfully for me, and I actually resisted Face ID initially). The screen is gorgeous, and it does look nice with the smaller, dark bezels.
And I didn't realize how much it mattered to me, but that USB-C charging makes quite a big difference in charging time. No it wouldn't matter if you charged devices overnight, but if you find yourself low during the day, it sure is nice to get a decent percentage of battery back in 30 minutes.
Overall, if your budget allows, I think it's worth it. Singly, probably no feature is a dealbreaker, but everything together does make for an overall nicer "package."
