Yes, but only on A4 devices and older.

So the iPad 4 will never get a JB as it has A6X chip? the only JB would be an IOS7? is that right?

If the iPad 4 is running iOS 6.0-6.1.2, it can be jailbroken. But if there are no more jailbreaks released, then the iPad 4 will never be jailbroken again.

No it runs 6.1.3 and non JB. The worst case scenario would be updating to 7 and hoping for a JB.
