Many smartphones on sale today - including Apple’s iPhones, Samsung’s Galaxy phones and LG phones - come with built-in FM chips. However, nearly two thirds of these devices don't have the feature activated. Now the radio industry, faced with the rise of digital radio, are calling for this to change.

Found this after a lil skimming.. so maybe you could go to uour provider and see if they can switch it on... hope this helps as I looking for the very same thing!

The wireless provider cannot switch it on or activate hardware in wireless devices. The manufacturer would have to issue a firmware update that would activate such disabled hardware and also provide the software that can run that hardware such as playing and tuning to FM/AM stations and so on.
To be honest it would be great if they did that but I dont see it happening.

As the iPhone has no built in radio,it's impossible. As a pocket radio receiver,I prefer my iPod nano (the version with the small touchscreen)' as it has a built in FM receiver.
Well, technically speaking there is a built in radio, it's just not enabled by Apple essentially.

Other options to listen to radio offline are:
- Podcasts available via various podcast apps such as Downcast (although not live radio ofcourse)
- smartradio apps such as Pandora, Slacker Radio or Google Play Music that have offline radio option in some of their subscription options.
