It looks like they got it with 6.1.2 then upgraded to 6.1.3 and then regretted their decision when they decided they wanted to jailbreak. I read that post the same way you did the first time I looked at it.

So I just got off the phone with Apple and they are very adamant that its a software issue. They will replace it, but the more I think about it, it does seem like it started around the last time I upgraded the software. I was just assuming hardware since it seems like the connection between the phone and the lightning cable. I am not wondering if there is anything I can try without restoring it.
Still on the fence, if I go to the Apple Store it will save me $29 that they charge you if they ship it to you. It would suck to get stuck on 6.1.3 though.
Here's my recommendation to you. Whichever way you want to go, go now. The longer you take to make decision the higher the chances of you getting 6.1.3.

I work long hours, give me a break. That was the first day 6.1.3 was released, then the debate was if I could beat the window of still signing 6.1.2, since I missed that I decided to hold off. But now I'm sick of it not charging and decided I'd try o get it replaced.
But, I'm literally standing by the iPods at the Apple Store waiting for a genius as I type this. Phone has been restored to 6.1.3, so no going back now.

On the fence. My lower volume button is working intermittently. Want to schedule an appointment and have it replaced but dreading the fact that it will come with 6.1.3 installed.
